WHAT TRO HAS DONE SO FAR

TRO manages 252 welfare centres in the North-East. On an average 10 truck-loads of medical, food and non-food relief items have been despatched to the North-east every day since this disaster. Some of the other activities that the TRO is undertaking are as follows:

OBSTACLES TO THE EFFECTIVENESS OF THE RELIEF OPERATION

1) SL Army is disrupting the relief operations, particularly in the East by way-laying and off-loading relief items into their control

2) There are instances of bottle-necks in the bureaucratic state machinery preventing smooth distribution of essential relief items. Certain Customs and Government officials have not been co-operating

3) The Presidential order to transfer the responsibility for the entire relief operations to the SL Armed Services is not only hampering effective distribution but also creating tensions in the midst of this conflict environment.

PHASE 2

Phase two of aid assurance to people of Mullaithivu.

A meeting to discuss the 2nd stage of relief reqirement of the victims of Tsunami in Mullaitheevu was held on 5/1/05. It was discussed to set up temporary accommodations to accommodate those who are displaced for 3-6 months at this meeting.

It was also identified where the temporary accomodations should be provided and the number of refugees to be housed there.

It was observed that a family has to be provided with

· A tent and ground sheet

· A common hall for all the camps

· A toilet for two families

· A generator for every camp

· Average members of a family is 3-5.

· Of the displaced refugees the number of preschool children is 15%

· one water tank for 10 families.

· One water tank for every 10 families for the toilet.

· Ordinary chairs for 15% of the total number of refugees for the common hall.

· A table and four chairs for a pre-school.
